Those are general specs, I was wondering what was in the mini-pc that was being given away, things like amount of RAM, size and type of storage devices, whether Windows is included, etc.

I think it's actually a "barebones" system that doesn't include memory or storage, so that link is accurate as it tells you what could be in there.

Edit: yeah the terms and conditions state the prize is worth $1499, and that's about what it goes for on amazon:

It says limited steam accounts not allowed. However my account is not limited, I even had Steam look into my account and verified there are no limitations on my account..........Anyone else have this issue?

I had to set my steam profile from private to public to fix this. After setting to public you may have to wait a while for the change to be noticed by the widget.
