If you are looking at the 3GB, don't bother. Being that you are on a tight budget, I would get the RX 570 4GB..I am going to assume you are looking at 1080p, correct? If so, it should be the best choice.

Yeah the 570 would be better than the 1060. I don't know by how much, but the 470 isn't much slower than the 1060 6GB, even less the 3GB. All about pricing at this point.
UPDATE: I don't follow AMD closely enough to know this but I looked it up... the 570 is about the same as a 1060 3GB but worse in cases where Nvidia cards are preferred. It is slightly better than the 1060 6GB, but again, worse where Nvidia cards are preferred.
So you really need to take it on a case by case basis. They are both in the same ballpark, but one is definitely better than the other one in about 50% of cases, whereas the other is better in the other 50%. It totally depends on what you are playing.

It's on a case by case basis. In BF1 or Deus Ex the AMD is better, in Tomb Raider or Assassins Creed, the Nvidia would outperform it. In any Blizzard game the Nvidia would win. They are basically evenly matched it entirely depends on the program.
It could even boil down to if you prefer team Red or team Green, they are both basically the same.

If something is the same... then no, one can not be definitively better than the other in general, only on a case by case basis, in this case the 1060 6GB and the 570 are pretty even and both are split between the number of games that run one better than the other. You could say if you had the 570 you would run BF1 better but GTA V worse. Flip it around you could say if you had the 1060 you would play GTA V better, but BF1 worse. It depends.
But upgrading from the 1060 3GB to the 570 is going to yield almost no increase in performance.
