I was wondering if someone could tell me if I could run this card on a 300w psu. http://m.newegg.com/Product?itemNumber=N82E16814500272 it says that the minimum is 350w but i was just wondering if i could. And id rather not upgrade my psu. P.S. My pc is just a off-the shelf hp pavilion hpe h8 1210. But since my pc right now has a nvidia geforce gt 520 in it, and i was looking to upgrade. So if anyone could tell me if i could. That would help soooooo much.

HD 7750 will definitely work. It uses 55 watts of power at most.

GTX 650 needs an auxiliary power connector from the power supply unit. That's why it wouldn't work with your power supply unit - it doesn't have the required connectors. HD 7750 doesn't need such connector.
i wouldn't risk it, psu is a good investment, or start saving perhaps for a new rig (not branded). most rigs run at around 3-400w, thats RMS not peak.
if you want to upgrade in the future, investing in a good psu is a wise move, note im using seasonic 760w gold
