Zotac GTX 1050 underclocking to 800Mhz base clock during games instead of normal 1600Mhz Boost - 2200Mhz Memory clock

As per usual with my GPU, it stays at around 600 base and 400 memory when not in a game. and when in a game it *Used* to go straight to it's normal overclocked 1600 base and 2200 memory. However, now it goes only to 800 or doesn't move at all, as well as the memory clock being effectively unchanged, I have done overclocking on it and it helps a small amount but not very much. and oddly enough on a title screen or a time in the game where there is minimal stress it goes to it's normal, non-edited, clock speed which is around 1300 Base and 2000 memory. can anyone make sense of this catastrophe?

And when your fan is at 100%, does it still underclock? if so, try looking for things like OC apps that shipped with your GPU(for instance, i always wondered why my MSI 1050 wont OC in afterburner, turns out MSI gaming app had control) because those might be the culprit. Also have a look at your power plan settings in windows, those like to turn down your pc aswell, make sure its on "performance".

I've seen this before on AMD cards too, try a driver 1 or 2 older than the current.
