Zotac GTX 780 Ti OC fan speed throttles at 100% with Nvidia Driver

HI to all I recently upgraded my rig from a GTX 580 to a Zotac GTX 780 Ti OC ; the below is my current rig setup;
Asus M5A99FX PRO / AMD FX-8350 / 16GB Corsair Vengeance / Zotac GTX 780 Ti OC / WD 2TB HD / WD 1TB HD/ LG 23" LG W2363D-PF / Seasonic 720/Cooler Master HAF X 942 / Windows 8.1 PRO.
So I swapped my 580 with the 780ti and booted up, everything went fine except for the fan speed which immediately went from 30% to 100% upon loading windows.
I decided to uninstall the nvidia driver, so I used Display Driver Uninstaller (DDU) in safe mode; (I also noticed that when booting in safe mode the fan remains at 30% and is not even audible,since the drivers are not loaded during windows safe mode.)
DDU detected the previous drivers for my GTX 580 and removed everything, rebooted to normal windows, fan speed remained at 30% downloaded the latest nvidia drivers 347.09.
As soon as the drivers where installed the fan speed throttled up to 100%; just like that.
I also noticed that in Geforce Experience under LED Visualizer the fan RPM is 0 meaning that the fan speed is not being detected.
I am really at a loss at what the problem could be, this is the first time that I have a card with three fans, could it be that there is something I am missing with regards to the Driver not detecting fan speed ?

I stuck the card where the 580 was previously, since my mainboard has three pci-e slots.

Any help is really appreciated, these fans are really loud at 100% and I am quite at a loss as to why this is happening..

I forgot to mention temps idle between 25 - 28 deg. I use Aida finalwire to monitor temps.

HI thanks for your reply I also forgot to mention that I tried MSI Afterburner, Evga precision, and also Zotac's Firestorm , which claim that the speed of the fans are spinning at 34% which in actual fact are not, I tried to modify the speed of the fans with all three of these programs but to no use, they remain at a constant 100%. I uninstall the driver and the fans immediately drop to 30%.
Install again and they throttle to 100%.

 
software shows the fans at 34%, but they aren't because the noise of the fans is really audible and secondly when I uninstall the Nvidia driver the fans rev down and it is noticable because going from 100 to 30 or 34% is quite an audible difference my room literally goes silent. There is something affecting the speed of the fans when I install the nvidia driver.
 
Hi Man,

I got the same problem with you with my Palit GTX 980 Jetstream, I don't if this is really a driver problem. But I must say, the custom PCB of the cards draw an effect on the drivers. Since my issue was, I was navigating in Nvidia Geforce Experience, went to LED Visualizer, and tried the LED presets, when I got it to apply, my fans started to throttle up, maybe its more than a 100% since the noise is really audible, and my 100% configured in afterburner is not.

So my solution was,

1. At LED Visualizer in Nvidia Geforce Experience, click on <Configure LED Visualizer>.
2. At the pop-up window, put everything as is, and place the brightness to a 100%.
3. You will notice that your fans will be in complete stop. Just use afterburner or other tools to return your fan in auto again.

This is really funny, since it's like the fan terminals are connected to LED terminals based on Nvidia's driver, but any how, the LED stuff for me is just for the reference cards, which is the driver was made for.

Hi to all ; just to update you on how I got this solved. I basically RMA' ed the card back to the vendor. They found that the card was faulty due to most probably a thermal sensor problem in the fans.
They sent me a new card (same make and model).
All is nice and quiet now even after installing the nvidia drivers.

So the actual problem was a defect in the card itself.

Hope this might help other people experiencing the same problems.
