RAM type also depends on motherboard so you can't just switch from DDR4 to DDR5 without changing MB too. PSU depends mostly on GPU which is usually highest user of power.

It's often due to "Memory training" BIOS feature when memory timings are not fully recognized or have strange (to BIOS) settings. Are you setting DOCP to memory's XMP ? Does it also take that long when it's just restarted ? Did you update BIOS version ?

That cooler is not really optimal, some BIOS settings may have to be redone. Voltage has most impact on temperatures, using Curve Optimizer settings in BIOS Between -10 and -20 should help.

That one has only two 120mm fans, look at cooler's manual and connect pump in same loop with fans to CPU_FAN on the MB. Pumps on those coolers are not adjustable and will run at full speed all the time anyway.
