Question Can these two PSUs power a RTX 4090 ?

Both of these have 3x 8-pin PCIe ports or cables ? RTX 4090's 12VHPWR power connector needs 4x 8-pin ?

Which one would you buy ?

Most likely the Seasonic unit, since it has dedicated power cable for GPU, without the need to use the 12VHPWR adapter.

You asked, i answered. With the best GPU out there, why not use the best PSU to power it? 1.6kW unit has ample wattage capacity to power RTX 4090 + it's OC + it's transient power spikes + to power whatever mythical CPU you pair it with + CPU OC.
