Laptop model: Schenker XMG P705 (Clevo P671SE)

Hello. I have a gaming laptop which won't turn on at all (no fan spin, no heat on cpu or gpu or ite chip, usb ports works for few seconds when press power on). The adaper is fine. And all I get from the laptop is the caps lock LED flashes two times. I've googled about this and I found something about reprogramming bios. I know how to reprogram the bios.

Solutions I've tried:
  • removing ram
  • removing storage
  • removing battery
  • resetting cmos
All I didn't do is use a multimeter to see if there is a faulty component in the motherboard. Haha
I hope the problem won't be there.

Do you have any ideas?

Multi-meter not likely to prove helpful without motherboard pinouts, specs, and schematics, etc..

Will the laptop boot into Safe Mode?

The above laptop specs is for p670sa. Mine is p671se which has gtx 970m and i7 4720hq.

I don't know about the OS because I bought this laptop secondhand. But the bios is AMI Aptio. I can see it on the motherboard.

The laptop won't boot at all. Just led lights comes when i plug the charger. And for 3 seconds usb ports works after pressing power button (ex: mouse light).

Well, now I found out that the PCH of this laptop gets too much hot when charger plugged in. This happend after I cleaned the motherboard with alcohol. And I found out that the RTD2136N-CG chip is missing from the motherboard which is for power up sequence, according to the schematic. And two pins of this chip is kind of shorted. You can clearly see it in the image(middle of the chip).
Most of the capacitors are shorted, I don't know if this chip made this problem or the pch.
I have no idea why the PCH gets hot after charger plugges in. Maybe because of the RTD2136 chip missing.
What do you think?
