The problem is gpu when i run furmark2 gpu max out on1100-1200 on core on1080p while in game its max out to 1500 on core in cyberpunk 2077 at high settings temps are 56c and memory temps are 65 and powerdraw is 160-170w i cant get it to run on full potential when i overcloak it in amd aderline driver softeware it goes upto 1400 on furmark 2 but power draw increase to 200 not sure whats the issue

Please use proper punctuation to be clearer in your statements and questions. If you aren't detailed in your post, it is difficult to be detailed in responses, or to diagnose your problem at all.

If it maxes out in gaming, then your GPU is running at its full potential. Nowadays, plenty of GPUs drivers automatically throttle when running furmark because it's known to cause GPUs to overheat and get damaged. Check a few other games and see what speed it's running at. You can also check % GPU Utilization on the task manager. It's not perfect, but it's easy to check, especially on the graph on the Performance tab.

What you are describing is clock speeds, and not utilization. You need to look at GPU utilization. Your GPU is probably able to clock higher in games, because the heat isn't as high, as it's most likely waiting on that weak CPU to feed it. Furmark is a GPU only torture test, and produces a lot of heat, which will lower clock speeds.

Clock speed never goes up from 1500 in games like cyberpunk, battlefield 5,shadow of the tomb raider and uncharted.i have tested this games on 1080p high settings

Gpu usage shows 99%
But core cloak never go beyond 1500mhz

You'll probably just need to upgrade the bios. It supports up through the 5000 series. But also, it doesn't appear that your CPU is bottlenecking if you're at 99% GPU usage. Some newer games will be CPU limited though.

Your motherboard's supported CPUs: https://www.gigabyte.com/Motherboard/GA-A320M-H-rev-1x/support#support-cpu

You can use CPU-z to see what bios version you're running. The newest released version is F57: https://www.gigabyte.com/Motherboard/GA-A320M-H-rev-1x/support#support-dl-bios

FYI, I game on a 3600X. I'm not crazy about upgrades if everything is working well. You should still be averaging 100fps with that CPU on 2020-2022 games: https://www.tomshardware.com/reviews/cpu-hierarchy,4312-2.html

Before I get going, I should be clear that I don't understand the problem you're having. I think you're saying that your gaming experience seems worse than you'd expect. I'm guessing that's from occasional drops in framerate that are hard to show with a benchmark, but obviously a problem when playing.

If that's accurate, your CPU is an obvious weakness of your system. Even upgrading to a Ryzen 5 3600 would be a huge boost. But the 5700X is a much better choice. Considering your motherboard only supports PCI-e 3.0, there are also a few other options.

The CPU support link I shared shows that you need a newer bios to support the 5000 series. Also, a new CPU will need a new cooler. (I recently got this one for $35. It's a bit tall. https://www.amazon.com/gp/product/B09GTN6ZRR )

That benchmark says you have 8GB of RAM. If that's true, that's gonna cause intermittent issues, especially if you leave your web browser open while gaming. You said you've got 16GB above. Slow RAM also makes Ryzen perform poorly. It's less an issue with each newer chip generation.

+1 to the 5700X, if you can get it around $160.
