The Windows 10 Anniversary Update stuck downloading issue seems to hit those downloading though Windows Update and not those using the media creation tool. Therefore, we can perform the update by creating an ISO or by using the Windows Upgrade Assistant.

1. Navigate to the Microsoft media creation tool website and download the tool.
2. Select the same version of Windows you’re using, 32-bit or 64-bit.
3. Select ‘Upgrade this PC’.
4. Select the media, language, edition and architecture and create the media.
5. Burn to a DVD or save to USB.
6. Install.

Windows Upgrade Assistant
The Windows Upgrade Assistant is useful if you don’t want the hassle of creating an ISO file.

1. Navigate to Settings, Update & security and then Windows update.
2. Click the ‘Learn more’ link at the bottom of the pane. This should take you to the Microsoft website.
3. Click ‘Get the Anniversary Update now’. A download link should appear with the file ‘Windows10Upgrade28084.exe’.
4. Download the file and run it. The install should now complete.
