Step 1)Get to level 30 in smithing.
In order to make anything that is really going to boost your level quickly, you are going to need to get to level 30 in smithing, and spend enough perk points to get up to dwarven smithing. You can do this easily enough just by making iron daggers which only require leather and iron, both of which are purchased from any smith at a pretty reasonable cost.
Step 2)Collect a lot of dweomer metal items.
Raid dwarven ruins, or the dwarven museum in Marceth to steal all of the metal you find there. It can all be smelted down into dwarven metal ingots. You are going to need a pretty good supply of these, as well as one iron ingot to every two dwarven ingots. You can pretty easily just buy the iron ingots at this point, you'll be making all of your money back once you get to crafting anyway.
Step 3)Craft as many dwarven steel bows as you possibly can.
These will have you leveling up at a pretty decent pace,while being easy to craft due to how often there is dwarved metal just laying around in any of the dwarven ruins in the game. If your character has a high carry weight and you focus on really clearing every little piece of metal you can smelt out of these ruins you'll have enough to level up your smithing skills in no time.
The bonus to this method? The bows are worth a pretty decent chunk of change themselves, so not only as you leveling up pretty quickly, but you can make some decent money while you do it!
