So the problem ended up being the motherboard. I swapped the new one for my old one, just out of frustration, and everything booted up just fine. I've been using the computer for a week + now with no issues. The old GPU is dead, but I got a new (used) one that has about the same specs. Now...

So the issue ended up being the motherboard. All my CPUs work on this board, though it does seem like my old GPU is fried. Just didn't want to leave a thread unsolved.

Update: it worked. Fixed the issue with GPU / CPU (it ended up being the motherboard), and after redoing a couple pins that were too thick to fit into the socket, the computer booted right up. Thanks everyone.

Wednesday update: Verdict from specialist is bad CPU. I took said CPU to a repair shop who is pretty friendly with me, put it in one of their computers running an R3, and it booted with no problems. So I don't know what's going on now, and after telling the specialist they don't either. Tomorrow...

The strength test I did (no clue what a professional would do, I just came up with some BS) was to be able to lift the CPU by one pin only, and see how easily and where the pins bent relative to the original pins. I was able to pick the CPU up by all three with no give / bending at the solder...
