I would say it’s cpu related then. You might be able to overclock and that wo yo of help some but I’d upgrade to a ryzen 2000 series if you can. You may have to update your bios

Even cpu wise you can get a older dell precision workstation with 2 high core count CPUs for fairly cheap and it will rip through video editing

I’m sure it’s from cpu to cpu but in my testing fsb overclocked higher than a multiplier overclock. When I would multiplier overclock my i7 920 it would only reach 3.6 or so but with fsb overclocking it would hit 3.8 even if the projected MHz were similar

Another idea might be to do the opposite buy a new system now upgrade gpu later. There will be probably about the same bump in performance with less stuttering and may or may not cost less
