If you are streaming the i7's hyperthreading will help. It will also make your rig more future proof. If you can afford it, go for the i7. I would also suggest a good water or air cooler for it. The Ml240 is a good liquid cooler, but the NH-D15 is the way to go if you want to be cool B)

Are the 80-90 degrees during load or while idle?

This seems to be an overheating problem as the 4790k shouldn't be bottlenecking the 1080Ti much... Are you using stock cooling on your CPU? Have you overclocked it?

As for the RAM, if you can't afford low latency RAM, I would recommend to get faster RAM instead.

May I ask you your location so I can check real prices? The build looks pretty good, I gotta say,this thing will handle 4k smoothly. I would suggest an air cooler such as the Dark Rock Pro 3 instead of a water cooler on the CPU as air coolers perform better, and your CPU is gonna be used a lot...
