Do I just download it, put it on a flash drive and boot from flash drive?

I upgraded my cpu from a ryzen 3 1200 to a ryzen 5 3600 and it won't boot up. The mother board is a asrock a320m hdv. When I power it on all the fans spin and light up but the monitor stays in sleep mode, and none of the peripherals light up or work. I've tried to reset the cmos a couple...
