Its hp pavilion gaming desktop with gtx 1660 super and i5 9th Gen

My brother GPU stops working when connecting PCI cable I don't know why, before it was booting normally fine but now when he trys to boot it he can't can you tell me whether the problem is from the motherboard or the power supply because his gpu works fine with my PC

So from what I understand that the problem is from the PSU right?

When I boot up my PC the graphic card does not work, but when I disconnect the PCI E 8 pin it spins and when I reconnect the PCI E it stop working Can someone help me?
