I did a degrag using iobits defrag but the results didnt change it is boot drive

DELL inspiron 5570 i5 8250u I did a bechmrk on HD Tune with my hard drive in safe mode and need help understanding the results I only use 60GB of the total 1 tb and i assume that is stored in the first 10 percent where it fluctuates a lot. Why is it fluctuating? Also normaly HD Tune results...
