Because you've put them wrong. Put them on A1 and B1 or A2 and B2 and they will work in dual-channel. It should solve your problem.

Check your BIOS version. The 4690 is a new CPU, maybe you run an older BIOS version which doesn't support it. Version F9 for your motherboard's BIOS says "Support New 4th Generation Intel Core Processors", so check if you have at least that, even if F10 is the latest version.

Try a BIOS reset, it could fix your problems. It sometimes get berserk after hardware changes. You should have the BIOS reset instructions in your motherboard manual.
