D_Know_WD is right, that's why I recommended you to use your Warranty Powers. The product that you are using right now might have an issue or damaged already. If it still under warranty (hardware), then you may send it back for hardware check, though you might pay a small amount.

Try to use Legacy Mode and install Windows 8.1, then revert back to UEFI again when you're done installing Windows 8.1.

For the Mouse, I think it's already broken. For the Keyboard, you may try to remove it in the Device Manager and re-install it.

Are you using multiple monitors?

Are you sure that your motherboard is compatible with the new graphic card you bought? What motherboard are you using? Also, did you hook up the Power Cable to the R9 270X?
