Your PSU will psychically be able to power the card without the rest of the system. The card its self requires 500W at 100% witch will crash your system to a upgrade to a 750W or more is recommended.

Try looking in your monitors settings for a image adjustment or centering or something along those lines.

Sounds like Catalyst CC is trying to bezel correct, try looking there for bezel correction.

To answer your question no, the 270x at 100% uses about 370W and 110W at idle, And you plan to OC your CPU so a 600W PSU is not to mutch more than a 400W I dont know what it is in Brazil but 600W would meet all your needs with room to expand en OC.

your card and CPU are probably thermal throttling try propping your laptop up to expose the vents and put a fan next to it and run 3DMark and if the performance improves then try dusting out your internals.

A RMA is not a bad thing its just a set back and this time with everything working properly.

if CSGO is your only game that you will be playing then your new build will be fine if you plan to do more then a GPU upgrade is a must I would recommend for low budget a R9 280x or more for keeping the longevity of your build.

The 290x is a good card and I know people who have one or more of them but AMD's new 300 series cards are here and the new fury series are soon to come so I would hold out for the new stuff unless your budget cant fit those then a 290x will last at least 3-4 years of high end gaming at 1080p...

your card might be thermal throttling, I dont know what brand your card is at there fore I can tell you when it would start throttling.

If you have no other computer to test the 290 on then a RMA would be a good option. I never seen this problem before and its probably a card malfunction that's causing the loss of those ports. Windows might have hardware conflicts and doesn't even recognize your card causing it not to boot.

AMD says that all of their cards are rated for 95C but I shouldn't be that high unless you have it full of dust or wedged between two other cards. But your probably going to be ok.
