I removed the HDD and still the same problem. I have not done a fresh OS install. I am tempted to do this but I am not too sure how to and what i need to back up ect.

My BIOS does not have a fast boot option. The BIOS menu screen is called MSI Click bios 5. Yes it happens every start up. When you say a full power down, what i do is just shutdown the pc from windows.
