So far I've managed to test another working PSU and today another working CPU.
The conditions and symptons are the same:
onboard VGA
with/without RAM
no beep sound
no image
bootloop of 8/12s between on/off cycles
I guess it ended up being a motherboard problem.
What you think guys?

So you think it could be the motherboard? The problem is that I can't test any other motherboard and I can't find one on the used market for a reasonable price.
The root cause could be between the motherboard or the PSU right? Maybe I'll try to find a used PSU to rule that out.

Right now I have a Seasonic PSU (SS-600HM) which powers a X1900XT with a 6-pin connector.
I'm thinking of changing to a GTX680 which needs a 6-pin and 8-pin connectors but I don't know where should I get the 8-pin connector that the card needs. The only 8-pin that the PSU has is...
