There won't be a 980ti since the 980 is already unlocked to it's fullest. MAybe 985 or a 990. But there can't be a ti without it being a marketing gimmick.

GPU Scaling is needed in the CCC. Flat display or LCD panel option. :) Over extend it. I have to do it every time I refresh my OS :)

Might be a saign of overheating or as hijayprusti said a component might just be loose. :)

R9 295X2 > Everything else (Currently) 295X2 is base god for 4k I have heard and seen that you can cap 44fps maxed on a lot of games.

Sounds like overheating. More importantly your CPU (maybe your PSU can't draw enough power? just a guess) Overheating may be the problem. Disable any Overclocks you have and test it again(if you have any).

1gb will be kinda awkward at your resolution, since it's Medium settings. What games will you be playing?
