To my knowledge, when it says 800x600 85Hz that just means the game will cap its frame rate at 85 frames per second. If your monitor has a refresh rate of 60, it will only display 60 frames per second. It won't force it to display more than it is capable of. Also +1 for that retro screen. :P

There are no 7xxx processors. Just get an 8350 or something and use the Shadowplay on the 780. The 9xxx are overpriced, take a ton of power, and generate a f*ckload of heat.
