    Yes, but from what I saw (http://www.hwcompare.com/13547/geforce-gtx-260-vs-geforce-gtx-650/) the 260 might actually be slightly faster or within margin of error of the 650, although it consumes many times the power.

    No, you'd be fine with a higher response time monitor. Low response time monitors are usually used by people playing FPS games that require extremely quick reaction times.

    To my knowledge, when it says 800x600 85Hz that just means the game will cap its frame rate at 85 frames per second. If your monitor has a refresh rate of 60, it will only display 60 frames per second. It won't force it to display more than it is capable of. Also +1 for that retro screen. :P

    I think when it says "CPU - ....C" it is refering to the temperature of the CPU socket itself (I don't know for certain). I think you need to be more concerned about the core temps, but I don't know. Either way your temps are fine anyways.
