Personally, I might try and find a slightly cheaper case to free up another $50 or so. Then you can get a PSU and still have around $200 for a fair motherboard. But I'd also pick out a motherboard before picking out the other parts. Keep in mind that you'll likely need to have another $100 or so...

Could you find any 'Critical' events in Event Viewer? If so, look for error code 41. And if there are no bug codes in that event then it's hardware...not software/OS. I had this issue and solved it yesterday by switching the PSU.

I just picked up the Corsair CX650M (650 Watts) from bestbuy for like $70 bucks. That's more than enough for what you need, but it'll definitely get the job done. And it's modular!

Okay everyone, I managed to find the problem and I feel like an idiot. It was the PSU. It's kind of funny because that was the solution for most people that had this issue, but I didn't think it was possible since the PSU was brand new. I just exchanged the faulty one and it's been running fine...

The RAM is all from a single kit, it's two 16GB sticks. But I'm definitely going to try taking one out to see if that helps. And my brother has a PSU I can try out this afternoon. And if neither of those work I'll try using linux mint like you suggested. Thank you for the help...I'll post back...
