Okay, my bad. I had run the Asus 5 touch overclockn thing and apparently that had turned off XMP. Turning it back on has fixed the problem. Thank you all for the help.

So just wanted to know if mounting on the top side of a case is it better to have the fans pushing air out or pulling it on? Also wanted to confirm if I can have fans above or under the radiator as needed?

Not always, you have to make sure that the m.2 port on the board isn't sharing lanes with the pcie slots for the GPUs, it's rare but sometimes they are shared. You can check that in the manual though.
