    Which power supply are you looking at? $350 is barely below the Amazon price in the US for the cpu/mobo combo, so it depends on what lightly used means and the warranty situation. The value is entirely dependent on you though.

    Skylake will not provide significant enough performance increase to upgrade (it's around 5%). If you do want to upgrade then the area I see the most improvement would be getting 16 gb of ram.

    It looks like the r9 270 will be better, but will consume more power and may not be as available as the 370. If there is a greater price difference than say $20 it may be worthwhile to go for the cheaper option.

    What framerates are you getting? Screen tearing can occur at framerates higher than your refresh rate, which is why it can be useful to limit framerates.
