    if your game run at 30fps i think it would look laggy and stuttering do you enable freesync on rx 580 your monitor support it and what port you use hdmi displayport or another ones ?

    you need to check that your adapter is vga to hdmi or hdmi to vga because two of those are different if it is the hdmi to vga ones it will have male hdmi

    you can check the power button pin for sure use the screwdriver or something else and short the 2pin of power button mining rig can cause the rust on some connection just make it for sure

    sell your two gpus and get the 1060 or 970 it would be better and you dont need to buy sli supported board so you can go for 2nd intel like i5 6500 and b250 mobo for cheap

    go with the dirt cheap xeon e5450 it better than q9650 you will need to mod the bios and go for gtx 1050 or 750 ti dont go with gtx 970 it will be very huge waste because the cpu will bottleneck with the gpu and sorry for my bad english :d
