[SOLVED] FPS in fullscreen games looks low but is high?

Recently I got a new PC which I have had almost no problems with.

I get decent FPS in most games however when I use fullscreen, my FPS stays stable, but the game looks like it's stuttering and lagging when I'm not getting any FPS drops or ping spikes. This doesn't happen in windowed mode.

My Specs:

AMD Ryzen 3 2200G With Radeon Vega Graphics
Radeon RX 570
8GB RAM
Prime A320M-K

What's causing this? Please note my GPU drivers are up to date.

if your game run at 30fps i think it would look laggy and stuttering
do you enable freesync on rx 580 your monitor support it
and what port you use hdmi displayport or another ones ?
I don't run any of my games at 30fps usually the minimum fps I get is 60.
I use a DVI to VGA adapter because my monitor doesn't have a DVI port.
In my Radeon settings it says that freesync is not supported.

check your firewall settings

is your internet connection set to public instead of private?

Can you test the PC with a better monitor with DP, DVI or HDMI? Eventually a TV ? (without using the VGA adapter)
In my firewall settings firewall is on for domain network, private network and public network.

I don't have a DP cable or a DVI port in my monitor. I will test it with a HDMI cable however I don't have a better monitor to test it on.

UPDATE: Connecting a HDMI cable did not make a difference. I'm starting to get the feeling that I just have a crappy monitor.
