I tried all different display types, vsync off, different resolution and nothing has worked, I reinstalled drivers but nope

When I use gta v on my monitors it runs fine, but I plugged my PC into my tv via hdmi and gta v began lagging very badly, it basically froze and unfroze every 5 seconds or so, I tried turning v-sync off but it did not work
