    Yes, it is the windows 10 installation CD.

    I built a new computer and it goes to the bios and I can see the CPU temp, ram speed and amount. As well as the 3 fans spinning. When I try to boot to the CD drive using the f8 key. It loads a black screen flickers a cursor then jumps back to the bios.
