I found out how to fix it. I just had to reduce the size of elements within the Display tab inside the Control Panel.

So, i've had this issue since i updated from 7 to 8.1 when i installed a new graphics card (AMD, Sapphire TriX R9 290. 4Gb, 512 bit) Turns out that this graphics card runs only on HDMI cables, unlike the previous one, which i had running on a VGA cable. However, i could still run the other one...
