It should come with standoffs, every case I have ever purchased had standoffs included. Edit to add: Some came pre installed but generally they just give you a small bag of them and you need to install them yourself.

The 4790K is going to be the best CPU for you motherboard but are generally the most expensive. A 4790 non K variant or a 4770K or 4770 offer only slightly less performance but are generally a fair bit cheaper.

I wouldn't even consider a GTX 1050 TI. A RX 570 is cheaper (avail for $100) while also a fair bit more powerful than a 1050 TI. I would go either a RX 570 or 580/1060.

That is due to AMD's cool and quiet technology witch lowers clocks and voltage whenever no load is being put on the CPU. Small background processes can put frequent short loads onto the cpu causing the back and forth in clock speeds.

Nvidia's Pascal line, which includes the 1060, are built with GPU Boost 3.0 which will raise clocks automatically until it reaches thermal and/or power limits. It is a normal function of the card and nothing to worry about. Most 1060s max out at around 1950-2020.

All Nvidia 10 series GPUs are equipped with GPU Boost 3.0. This will automaticly boost your clock speed as far as power limits and temperatures allow. It is perfectly normal and nothing to be concerned about.
