All looks good there, but one thing I would recommend is getting a little SSD to use as your boot drive. Something like a 120GB would be great because you can put Windows on it, and your most used programs. It makes the world of difference to your day to day usage of the system.

The Source engine is CPU bound mostly, but you have nice little CPU which, although not great, should be okay as long as you're not hosting matches. That GPU however is garbage. You're going to want a new one, something like a used 750Ti as CyberBlade said would be lovely.

Could have been a power surge/spike that has damaged a specific component, the motherboard perhaps. The only thing I can suggest is to maybe re-build it, strip it down, ensure everything is clean/no short circuits etc.

Yeah, if you buy a key for 8 you can get the 8.1 Update. Why would you want to use Windows 8 when you could use Windows 10?
