Asus X99-A, Corsair H110i GTX, XFX ProSeries (Black Edition) 750W.

So I literally on just got a replace i7 5820k that died last week and now 3 later I got a power cut thanks to my oh so helpful toaster and my PC was on at the time, power cuts have happend
before in my area but usually I just restart my PC and all is well.

But this time I boot my PC up to find it display CPU fan speed error detected
Ensure to install the CPU fan properly onto the CPU_FAN header or adjust/disable the Fan speed low limit option in UEFI.

Now it won't even boot at all into Windows, I go into Bios and it's showing 82 on the temp of the CPU and the cooler is really starting to spin up, I tried doing Asus bios flash back to see if this would do anything but unfortunately it did nothing.

I then tried taking out the fan header connector and simply put one of my Noctua fans on it and I was able to boot into Windows briefly and I checked HW monitor as it was giving the same temps on the Bios, to the point where Windows itself was lagging and even the mouse curser was lagging and the CPU was down-clocking itself to 800Mhz, this was all on below 1 volt like 0.896 and 2-5% CPU usage.

I felt the back plate of the motherboard and it felt really hot so I'm guessing we can rule out the sensors going awol on the board.

Any help would go a long way, major bummer since I have only had my PC running since Thursday.

Solution
Could have been a power surge/spike that has damaged a specific component, the motherboard perhaps. The only thing I can suggest is to maybe re-build it, strip it down, ensure everything is clean/no short circuits etc.

Cheers man, turns out the pump in the H110I GTX died, so off it goes to replacement, also bought some surge protected extension leads. 😀
