Issue turned out to be the CPU cooler was pressing too harshly on the CPU die. Upon reseating and making the screws finger-tip tight, dual channel now miraculously works. Hope my discovery helps anyone who encounters this also :)

All dimms work individually. All ram sticks work. Bios uodate had no response. CMOS cleared, no response. By default dimms B1 and B2 work together in single channel. By deactivating A1 and B1, A2 and B2 work together but only in single channel. Refuses to use a dual channel configuration...

Update : Turns out a capacitor near the gpu had been torn out. replacement on the way ~
