the rtx 4060 only used one plug, so thast is probably the one i wouldn't call thsat a low end cartd, but lower than the 6900xt

The Zotax 1060 Mini is extremely quite. Generally speaking, it is the fan that makes the noise, so one brand of a chipset to the next will have different volume levels.

Your hardware looks fine. Did he completely uninstall the older video drivers before installing the 1060 with DDU? How long has he had Windows 10? He might need to do a clean install. Since he did an upgrade, it is possible that there might be an issue from that. It is rare, but it does happen.

Did you completely uninstall the drivers from the previous card? Could be legacy pieces causing an issue.

Not to mention, I have a 1060 6GB card that supposedly can do 4K, but it can't do it. Because I don't have a hoss of a computer, LOL. I can do 1080 very easily, even 2K. But 4K no.
