Latency Issues with Windows 10 and Single/Multiplayer Games

My husband has been having the same issue with Windows 10 for awhile now and something needs to be fixed because it is very frustrating. When playing any single player or multiplayer game, the game will freeze for around 2-5 seconds where you can't do anything. Of course you can see how this is an issue for him when playing HC on Diablo 3. He just lost a great character last night due to this lag.

I will post his pc specs at the end of this forum post. We recently upgraded his video card to the GTX 1060 and bought the fastest PCI wireless card available, it's the asus one that matches his router. Our internet is 100mpbs and I just tested it and he's getting 115 mbps. We have made sure graphics card is updated, all windows updates are installed, I disabled the Xbox game DVR, turned off the Nvidia share in the GeForce experience, disc cleanup, defrag, all sorts of things and can't understand where this issue is coming from. There is even a small delay when clicking items in the start menu and I have the same issue when playing Witcher 3, sometimes the map goes black or a cutscene freezes for a second.

I am trying to avoid him buying another pc since he still is running a nice one and he only plays Blizzard games and I play Witcher on it so it doesn't constantly need to be upgraded to the latest and greatest. Please no negative comments, we are trying everything we can before buying a new copy of windows or getting a new processor, which might as well get a new computer..
I am pretty software heavy, but not an expert so I may need some things explained.

Sometimes setting it to run as Admin will do the trick. The BIOS update likely helped a lot...
Your hardware looks fine. Did he completely uninstall the older video drivers before installing the 1060 with DDU? How long has he had Windows 10? He might need to do a clean install. Since he did an upgrade, it is possible that there might be an issue from that. It is rare, but it does happen.
 


I went ahead and did a clean install of windows 10 from a USB and it was better, but still getting lag so I set the game to always run as admin and so far working good. It's too early to tell if this helped, Also didn't know his computer needed a BIOS update through Dell as you manually had to check those. He went from an R7 to an R11
 


Sometimes setting it to run as Admin will do the trick. The BIOS update likely helped a lot also. The newer cards tend to require newer BIOS. Hoping it keeps working better.
