Both gpu clocks and cpu clocks dont throttle. So what now?

My 980 tis run 80-90 at load. But they dont throttle during bad performance times

I can see that there is a problem. I just wanna know what is causing it

The cards are not throttling....the only time they throttle is at 91 degrees and its only by 13 mhz

O and i cant hit 144 either in payday 2.
