Computer low performance on easy games

2x gtx 980tis g1 gaming (latest drivers)
16gb of corsair 2400 ddr4
256 samsung 850

Evg 850 g2(previously rm1000i that was making weird noises)
Corsair 780t

I dropped this off at a computer store, Microcenter. They replaced every part except gpus and drives and h100i which is fine cuz temps are low. My gpu stress test score came out fine. No artifacts. My drives are healthy. I had this same issue before dropping my computer off and that is why they replaced parts. I have tried all common solutions to fixing this even an os reinstall(windows 10).

Avg FPS

Bf4: 120-170. Should be 190-200
Fallout 4: 70-110. should be above 120
Cs go: dips to 140 at times. Shouldnt be below 200
Minecraft under 140

Please help
 
What information are you reading that says you should have these higher numbers?
You have never said what you're comparing With, To. (Resolution? ect)

Those numbers look perfectly standard for a non-overclocked CPU, you're likely CPU bound in those ranges.

BF4 is CPU heavy, Creative engine games are terribly ill optimized for CPU usage, cs: go I've never played.
Minecraft is VERY CPU heavy, and only uses ONE cpu core.
 
Watch more benchmarks. Make sure they have the same components. I quite honestly I don't think you have a right to complain because all of those games should be playable at those Scores EVEN if you have a 140Hz monitor. Do you have any mods or anything these benchmarkers don't? Make sure they wasn't an update that occured that added more things as well.
 
Two Gigabyte GTX 980 Ti G1's.
Check the heat and utilization of both the CPU cores and GPU's. I know the Corsair 780T is a full ATX case, but those particular Gigabyte cards have a reputation for excess heat, even by 980 Ti standards. I'm wondering if the GPUs are throttling themselves or causing the CPU to throttle. I think the former is more likely because if the CPU was throttling, the performance hit would be more dramatic.

Other possibility but much less likely is that there is an infection robbing you of CPU cycles. If there is any possibility then you should run ADWcleaner and then run Combofix. Both should be downloaded from the Bleeping Computer website, who are the people who created these utilities. Just to summarize, I think your problem is caused by moderately excessive heat.

Addendum: In addition to checking the heat and utilization, you could also simply open the case and turn it on it's side, with the motherboard facing up towards the ceiling. This would allow the excess heat to escape and then you could check what FPS you're getting at that time and compare.
 
Do you have any software running in the background? Try disabling 3rd Party Anti Virus if you have some as well. If you haven't restarted your computer today, or after you installed new software, try that aswell.
 
@bobbypie, I just contacted Gigabyte technical support on behalf of your issue (626-854-9338 option 3). They have informed me that the G1 Gaming card is designed to down-clock once the temperature exceeds 80 degrees Celsius. I had them confirm this point twice. They state that the 80-90 degree temperature is "not a safe range, and the card will down-clock". Their words. Whether this is true, or not, I can't say. I know that personally I have a spare reference 980 Ti and it was only designed to operate up to 84 degrees Celsius, and reference cards are designed to run slighter hotter than custom coolers. I suggest that you don't simply confirm that the cards are at or near 100% utilization but also notate the actual clock figures.

Gigabyte's recommendation is that you test the temperature of each of the two cards individually with HW Monitor. They recommend that you place each card under load in slot one of your motherboard and see what temperature it reaches. They acknowledge that there is a "possibility" that there is a defect in one of the GPU's that is allowing the card to reach the excess temperatures, but obviously you'd need to troubleshoot with them to confirm this. Traditionally when two cards are in SLI or CF, the top card has a higher temperature than the one located in the slot beneath it.
 
Thank you. I have also tested them individually and they reach about 70 by themselves. The clock speeds are 1380-1405 depending on the game. I have increased the temperature limit to 91 in msi afterburner. Like i said, when i have tested these cards in a low fps situation, the clocks are at 1380-1405
