Like the kind you get on TV's when they have no reception...the kind of static or interference where the screen is just white and black spots. It displays this for a brief period, like its transitioning back to normal.

I have a ATI Radeon RX480 graphics card. Sometimes, very rarely, on loading windows or after I exit the screen saver, it displays a white snowy background for just a second then my desktop immediately goes back to normal. Is this a serious issue? Should I RMA this card? Its like the kind...
