Two things, how would I reformat my drive and secondly how would I figure out whether or not my PSU is failing?

I just recently upgraded from Windows 7 to 10, and all of the sudden my CPU is running at 100% at idle. My temps are looking fine and games are running decently. I upgraded all of my drivers. By the way, my CPU is an Intel 5620K. I scanned for viruses and that still hasn't helped.

I got the NZXT Hue +, and the CAM Software isn't changing the LEDs. I don't know why and the software is detecting the Leds.

I can't find any custom sleeved cables that are compatible with my EVGA 750 P2. On Newegg, the compatibility list only says 1600, 1200, and 1000 P2. I was just wondering if I could use that kit for my 750 P2?
