If you can, try factory reset. When you upgrade to Windows 10, if you reset it, It will still stay as Windows 10. You don't need to reinstall Windows 10 if you perform a factory reset, however you will lose all your data.

Seems like that problem with 99% might have done something to the drive. Are you able to go into safe mode and try reinstalling again?
