Ultra, 1440p, 144hz monitor

So this is a new build, works fine. but when i try and play cyberpunk 2077, usage is really low, about 20% and i only get like 45-60fps drivers are up to date, cpu is not the bottleneck, tried all different types of settings but to no avail anyone know whats up? list of parts here...

UPDATE: ok after some more testing I confirmed it is the graphics card at fault, I noticed that if I waited a little bit, things would load, I just had to wait, so I installed HOI4 again, launched it, and power cut as soon as I loaded the map which is graphics heavy. So I tried user bench mark...
