So I have an fx-6300 with a stock cooler. The problem is that the fan is stuck at a max of 3100rmp, and I know that it should go up to at least 6400 (saw it go that high in another build while stress testing). Tried going in the bios to adjust the fan settings and it's atill stuck there. Also...
