I did this by picking up a Lapdesk and attaching my keyboard to it with velcro. Offset the keyboard so half hangs off the edge and you are left with more than enough mouse room. It looks a hell of a lot better than this too.

You are mostly correct with a couple caveats. If you have 3 channels with 10 watts max on a channel you may not have 30 watts max total. Double check the maximum wattage over all channels. Also, the operating voltage is the voltage required to keep the fans spinning, not start them spinning...

There likely are some third party apps to get the job done but i'm not aware of them. With your problem my advice is to settle down with a few beers and a movie while formatting and reinstalling windows.

A much simpler alternative would be to boot from your windows disk and once loaded select to repair the install. It may or may not work, but it is the simplest option. Not sure why I didn't think of that first. Facepalm.

When you install windows it scans your all your equipment and creates files that tell your computer how your hardware functions. A lot of your functionality will be impaired otherwise. Also after you've formatted and been running for a while it's a good idea to defragment your hdd's(not ssd's)...

Just noticed that you did post your CPU cooler. With your case doing a 720 with a hyper 212 in it I would say your have a better chance than not that damage to your mobo occurred around your cpu socket.
