    Have you tried clearning out all temp files? Checking the registry for issues? I use CCleaner myself, only mess around with the registry if you know what you are doing! Since you are using HDD, have you tried defragging them?

    as others have already said, get the cheaper one. They have the same software and cooler. The only difference I can see is the OC version has a higher OC mode boost GPU clock speed, and since you can OC them yourself, you can just (attempt to) OC the cheaper one to the same speeds.

    Yes, you will only be able to see 60 fps on that monitor, as it simply cant update any faster, however it doesnt stop your graphics card run faster than that. You will get visual artifacts though such as screen tearing. You could turn on vsync though to sync them both to 60 and have no issues.

    The problem is going to be your internal power cabling is likely very old and of poor quality, or the cable is extremely long. Had the same issue with mine when moving house and using homeplug adapters. Resorted to routing cat6a cables everywhere, went from 200meg (at best) to the full 1gig.

    Have you considered that this could purely be a bug with task manager reporting incorrectly? You really need to run some benchmarks first and compare your results with what should be expected for the system based on others results. Only then will we know if there is a problem.

    As others have said, Zotac is a reputable brand. The real question is how much does the 970 cost in your area?, compared with say the gtx 1060 or rx 470, which would both be newer and have the same performance/slightly better. If it is significantly cheaper, then yeah, go for it.
