I managed to solve this by: Updating bios Reinstalling windows from official microsoft website without the bloatware version Changed ssd from sata 2 to sata 1 port. Now the cpu load is 20-26% while doing sfc /scannow. Thank you very much guys!

Cpu temp is 40c on idle and the highest ive seen under full load is 55c. I havent updated the bios as its a new mobo, its from 2017. Windows isnt genuine. Ssd is connected to sata 2 port, as ive read that the second sata has higher speeds.
