Motherboard will not limit the performance of graphic card. Ryzen 1700x is also a fast CPU and will perform just fine with your B350 Tomahawk. Using a 1070 ti will not give you any bottleneck problem. Go for it.

Btw temperature won't be much a concern here, I have great airflow with Aerocool LS-5200 Case, 2 intake fans at front, 1 exhaust at back & 1 exhaust at top, in an air conditioned room.
