I don't know. I have never encountered anything like this. I think it's Windows because I rolled back two Drivers ago before I started noticing it and it's still there. I'm not chasing Windows updates trying to figure it out. I guess we just wait and see. It's not the worst thing in the world...

Core clock is correct at idle at like 255 but Memory Clock is at 9250 while at idle. This was fixed by DDU clean driver install and re install of MSI Afterburner but then it came back again. 3080ti

See I have debated upgrading the CPU but I'm hesitant to do so because it seems like a waste at 4k. Now 1440p or 1080p obviously it's the way to go. However if going to a 5800x 3D or 5900x or even a 5800x non 3D would give me a bump I would do it.
